Ethical issues in public health emergencies: Duty of Care. Public health emergencies, epidemics and disasters present a unique challenge to health care providers (HCPs) more so raising ethical issues for those involved. This is because public health ethics focuses on public good not on individuals. As Christian HCP we further face the task of applying ethical values while upholding the love of Jesus Christ to all humankind. This year, with the COVID-19 pandemic, presents an opportune time for us as HCPs to delve deeper into ethical issues during such unprecedented health emergencies. Private versus Public. Objectives

Reconcile the dichotomy of medical career and spiritual calling by looking into scripture to discern practical ways of making our work environment synonymous to our mission grounds. As ambassadors of Christ we are of the opinion that our lifestyle, work and preaching, all work together to point people to Christ and that the recognition of this causes a shift in our world view leading to greater productivity and evangelism. Majority of the healthcare practioners in Kenya and worldwide work in both the public and private space. This has necessitated ethical concerns among Christians brought about as healthcare professionals work in these two fields. Guided by the Principle of Justice which includes element of fairness, equality and the 2nd Greatest commandment to Love your neighbor as yourself Specific aims : 1. Enlighten HCPs on various public health emergencies, disasters and pandemics 2. Outline ethical issues arising in public health emergencies and available guidelines 3. Highlight ethical issues that may arise in direct patient care as a HCP in relation to; â?¢ Emergency preparedness and response plans â?¢ Duty of care in light of resource constraints; excess workload and taking on tasks of which one is not well trained; risk of infection to self and family â?¢ Clinical decision making â?¢ Resource availability and distribution such as Personal Protective Equipment â?¢ Post disaster recovery 4. Drawing from the Bible, highlight values and principles that a HCP may apply in the above setting. 5. Provide case scenarios, life experiences and audience engagement to provide clarity on the subject matter. 6. Is there conflict between the public and private medical practice? 7. What drives us in this work spaces? Love, Pride, Money, experience, exposure, resources? 8. What are ethical problems that arise is provision of healthcare in the private sector? What are ethical issues in the in public healthcare services? 9. Are there any ethical arguments for or against UHC? What is the (IS THERE ANY) scriptural perspective towards UHC? Consider the three aspects of UHC: Financing, Provision of Services and Utilization of services by the recipients 10. What values should guide priority setting for the packages to be availed in UHC in sight of limited finances? 11 With UHC largely being government serving the people. Where does an individualâ??s own responsibility stand in their own health? Does UHC promote entitlements over proactiveness? 12 With UHC being fronted as a primary healthcare, what is the place of specialties in UHC? 13 Does UHC provide a model that ensures patients receive the best quality of care possible?
