Ethical issues in public health emergencies: Duty of Care. Public health emergencies, epidemics and disasters present a unique challenge to health care providers (HCPs) more so raising ethical issues for those involved. This is because public health ethics focuses on public good not on individuals. As Christian HCP we further face the task of applying ethical values while upholding the love of Jesus Christ to all humankind.
